Here are two possibilities:

1. A Bottom-up search by our media-persons(interesting ones like rough rugged aggressive violent dangerous etc) may help in a long way. I am sure a few will be on the choicest list and some may be behind bars for shooting at the unfortunate investigators. Get the folks out of bar, take them to some coffee-bar, interview and engage. That`s it!

2. Get all your recruitments from Pakistan Army! They know all about our army. I know you don`t believe me! Get them transferred! Simple solution!
